The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Nanonscale Metrology Group, intends to negotiate on a sole source basis with FEI, Inc., located in Hillsboro, OR under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source.

The Nanoscale Metrology Group requires the repair of their FEI Nova NanoSEM 600 (S/N: D7974) environmental scanning electron microscope (eSEM). Preliminary diagnosis indicates that the most likely cause of the need for repair is the field emission tip.

The eSEM is a highly complex instrument with many proprietary parts. FEI does not have any authorized resellers and has factory trained technicians that possess the necessary knowledge and expertise required to service this highly complex equipment. As a result, FEI, Inc. is uniquely qualified to provide the required parts and repairs necessary to ensure the equipment is functioning in accordance with the original equipment manufacturers specifications.

The NAICS Code is 811219 with a size standard of $20.5M. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by established date and time.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
