The U.S. Army Special Operations Command, Fort Bragg, North Carolina intends to negotiate on a sole source basis with Elsevier Science, 3251 Riverport Lane, Maryland Heights, MO 63043, under the authority of 10 U.S.C. 2304-(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. (1) The action is to provide seven hundred (700) "Pathophysiology for the Health Care Professions" 4th Edition Hardcover (ISBN-9781437714562) text books to include the content license for Pathophysiology for the Health Care Professions" 4th Edition Study Guide as an annual access fee for 700 students. Joint Special Operations Medical Training Center (JSOMTC) at the U.S. Army John F. Kennedy Special Warfare Center and School by June of 2011.
(2) Also included with the Text book in Hardcover is the Instructor access to the Evolve website and all content that directly pertains to the "Pathophysiology for the Health Care Professions" 4th Edition Hardcover (ISBN-9781437714562).

This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. To be considered, any such documentation shall be submitted in writing by 3 March 2011 at 1:00 PM EST. No extensions will be granted. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not bona fide competition exists. The applicable NAICS code is 511130.
