The National Transportation Safety Board (NTSB) intends to solicit and award a sole source firm fixed price contract for the requirement of "On-site Parking" to the JBG Companies, a subsidiary of Potomac Creek Associates, LLC., who owns the parking garage co-located to the NTSB Headquarters facility. The authority for which this requirement will be awarded is FAR 6.302-1, only one responsible source. The Government intends to acquire these commercial items under FAR Parts 12 and 15. The NTSB is an independent Federal agency charged by Congress with investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The NTSB has a commercial services requirement for parking lot spaces in Washington, DC at the same location as its Headquarters facility, located at 490 L'Enfant Plaza, SW, Washington, DC 20594. The on-site (co-located) parking allows management and key personnel the ability to respond to transportation related accidents through either launching investigative teams or providing Headquarters support. As one of the world's premier accident investigation agencies, NTSB must have 24 hour immediate access to staff vehicles providing for quick response to transportation accidents. The requirement for parking lot spaces consists of 42 "single" style parking spaces, 68 "piggyback" style parking spaces, and 10 chaser tickets. These services will be required for a twelve (12) month period starting approximately September 1, 2014.
