NOTICE OF INTENT:
Title: Notice of intent to Sole Source - UESC San Diego 2020
This is a notice of intent to issue a sole source award to San Diego Gas and Electric Company (SDG&E) under the authority of 42 U.S.C. Section 8256 of the Energy Policy Act. 42 U.S.C. 8256 allows U.S. General Services Administration (GSA) to enter into agreements with electric, water, and gas utilities to design and implement cost-effective demand and conservation incentive programs in order to address the requirements and circumstances of the Government installations. As a consequence, FAR 6.302-5, Authorized or required by statute which creates a CICA exemption where a statute permits a non-competitive contract, applies.
REQUIREMENT: This notice of intent is issued by U.S. General Services Administration (GSA), Region 9, Public Building Service, Acquisition Management Division, San Francisco CA 94102 for a sole source award for Utility Energy Service Contracts (UESC) in San Diego, CA.
This notice is not a Request for Quote (RFQ) or Request for Proposal (RFP).

Description of Services:
This opportunity is available only to the utility contractor servicing in San Diego territories, California under a Utility Energy Services Contract (UESC), Area Wide Contract number (GS-00P-10-BSD-0801) for the installation, replacement, renovation, repair, operation and maintenance of energy conservation measures and consuming equipment. The proposed Task Order (Number TBD) for Comprehensive Energy Management Services shall include, but not be limited to, various energy-related improvements to lighting and HVAC at various GSA facilities within the service territory of San Diego Gas and Electric Company.
Subject to the provisions of the AWC and Authorization, SDG&E will provide project development and installation efforts to implement energy and water conservation projects at the following locations:
Carter-Keep, Courthouse (333 West Broadway San Diego, CA 92101 ),
Otay Mesa Land Port of Entry (2500 Paseo Internacional, San Diego, CA 92154)
Tecate Land Port of Entry (405 Tecate Road, Tecate, CA 91980)
Implementation of this project will allow the United States Government to effectively improve the aforementioned facilities and reduce their electricity, gas and water demand. The energy and water savings will reduce the site’s electricity, gas, and water allocation, resulting in utility cost avoidance and compliance with mandatory laws and statues to reduce energy and water consumption.
