A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. West Virginia University Research Corporation, is the sole source for the Center for Identification Technology Research (CITeR) voting membership fee.

The membership fee supports academic biometric research projects and directly correlates to the number of votes each member has during the project review process. Members meet two times per year to assess ongoing research and set priorities for new research direction. Prior to each meeting, staff will review, facilitate other FBI reviews and provide input on current and proposed CITeR projects. During the meetings, staff will provide feedback on projects and exercise its votes on projects of interest to the FBI.

The government intends to use FAR Part 12.6 and 13 to purchase the above listed item. The government contemplates a one year Purchase Order.

The North American Industry Classification System (NAICS) code for these item is 611310, Colleges, Universities, and Professional Schools. The size standard is $27,500,000.

This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice.
