58 -Communications, Detection and Coherent Radiation Equipment

Description

The 316th Contracting Squadron, Andrews AFB, MD intends to negotiate a sole source contract with Siemens Communications Inc., to provide two Siemens HiPath Dispatch Command and Control workstations and provide upgrades for the dispatcher's work consoles used by the 316th Operations Support Squadron, of which Siemens Communications Inc., is the sole manufacture and authorized support agent for the HiPath Dispatch Command and Control Solution. The resulting award will be a firm fixed price contract. Negotiations being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(a)(2)(iii). Interested vendors may identify their interest and capability to respond to the requirement or submit proposals. All interested vendors are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested vendors must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above. The documentation shall include prices and descriptive literature containing significant technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 15 days after date of publication of this synopsis. The Government will not be responsible for any cost incurred in preparation of request for quotation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement. All responsible sources may submit a proposal, which will be considered by the agency. The 316th Contracting Squadron intends to award a sole source contract on 30 September 09. 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
