The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Time Warner Cable, 244 W Houston Street, San Antonio, TX, 78229, as the only responsible source that can provide annual subscription of cable television and wireless Internet (Wi-Fi) services. This acquisition is being conducted under the FAR 13.106 Soliciting competition, evaluation of quotations or offers, award and documentation. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated.

NAVMISSA requires an annual subscription to Cable TV and wireless internet (Wi-Fi) services. The bundle includes one (1) standard cable TV package with three (3) additional outlets (4 in total). Cable TV channels shall include all the national news channels (e.g. FOX and CNN) in all TV outlets. The wireless internet shall meet the following specifications:

• 1 (one) 10x1.5 Internet connection
• Minimum 10Mbps downstream speed
• 2 Mbps Upstream speed
• 1 (one) Static IP address
• Wireless Access Points distributed throughout floor to provide 100% coverage (approximate sq ft 21,000, dimensions 110' x 200')
• IEEE 802.11n standard
• ISM and UnitII Band
• ISM Frequency: 2.14-2.46 GHz
• UNII Minimum Frequency: 5.18-5.83 GHz
• Antenna Gain: 3 dBi-4 dBi
• Wireless Transmission Speed: minimum 300 Mbps
• Wireless Security: WPA, WPA2
• Ability to hide (not broadcast) SSID
• Access password protected with ability to change password

Items being purchased in this acquisition:
Subscription of cable television and wireless Internet (Wi-Fi) services (base year plus four option years)

This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 515210 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Based on the above information, the only technically acceptable system is provided by Time Warner Cable.
