HQ United States Special Operations Command (USSOCOM) is issuing a notice of intent to award a sole source contract under the authority of Federal Acquisition Regulation (FAR) part 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirement. USSOCOM intends to issue a sole source task order to Palantir Technologies, Inc., 100 Hamilton Ave Suite 300, Palo Alto, CA 94301-1651. This action will result in a firm fixed task order under a General Service Administration (GSA) contract.
This notice of intent is not a request for proposal or quotation. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability with regard to this requirement. Responsible sources may submit a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet all of the requirements below. Any response to this notice must show clear and convincing evidence that additional competition would be advantageous to the Government in future procurements. DESCRIPTION OF REQUIREMENT
Provide field support services by providing key systems level maintenance and administration, as well as embedded analytical support and mentorship for workflow development, data source integration, and enhancement of software capabilities to solve mission critical information challenges. The use of Palantir node configuration comprised of 16+ core servers, Palantir node configuration which is comprised of 16+ core servers and the use Expeditionary Palantir Server (EPS) comprised of 8 core servers at each location.

This is a notice of intent to award a sole source task order under a GSA contract. Palantir Technologies, Inc. is the only contractor known that provides a detached functionality with the Palantir infrastructure and Palantir Forward capability that no other application can provide. This capability is required by SOF deployed forces to perform in-depth fusion, analysis, and mapping of various types of data in a completely detached environment.

SUBMISSION REQUIREMENTS: As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of expressions of interest, proposals, or quotations received in response to this notice; however, any firm possessing capabilities to provide this requirement may give written notification to Contracting Officer, Richard Byrd, at [email protected]. All responses must be received no later than1 2:00 p.m. Eastern Time, Monday, April 20, 2015, to be considered. Again, determination by the Government not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government.
