The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to C4I, Inc. The existing communication system was purchased in 2008 from C4I, Inc. (Exelis). C4I, Inc. (Exelis) is the only company capable of performing the required work due to their proprietary rights for the software that runs the system. The Government requires the contractor to integrate the threat emitter into the AFDCBR's communication system as well as install and integrate the necessary hardware to SJAFB to allow the AFDCBR and SJAFB to have direct communications with each other as well as all participating aircraft while maintaining the existing communication's system's capability during the upgrade. Additionally, the system needs to be able to receive and transmit information to and from the threat emitter. All work required to upgrade the existing equipment, add new equipment to both AFDCBR and SJAFB and update the software has to be completed early fall 2015 to allow for testing and training of the new system for implementation into Razor Talon operations on 1 January 2016. No other company has the necessary rights to update the software required for this system upgrade or the system configuration to be able to accomplish this requirement within the timeline required. C4I (Exelis) is the only company that can provide new, system compatible hardware and software to upgrade the communication system to a level capable of meeting the expanded mission of the AFDCBR.

The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C. 253(c)(1) and the Federal Acquisition Regulation, Part 6.302-1. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
