NOTICE OF PROPOSED CONTRACT ACTION (NOPCA)/SOURCES SOUGHT.  The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division Contracting Branch, (AFLCMC/HNCK), Joint Base San Antonio Lackland intends to award, on a sole source basis, a Fixed Price contract to perform an engineering analysis report to identify root cause(s) for failures of the KGV-361 host boards (NSN: 5998-01-597-276CA and P/N: 0N711774-2) and obsolescence parts study to determine if alternate parts are available to repair the host boards, to the Original Equipment Manufacturer (OEM), Rockwell Collins Inc., 3200 E. Renner Rd., Richardson TX, 75082. Cage Code: 13499. The proposed contract action is for the analysis of these assets for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), only one responsible source.  The Government intends to make an award by September 2016.  No technical data/drawings/Technical Orders are available.  If a firm believes it is capable of meeting the Government's requirements, it may identify its interest and capability to the Contract Specialist within seven (7) days of this publication.  Interested firms must indicate whether they are large, small, any socio-economic classifications, and whether they are U.S. or foreign owned.  IAW AFFARS 5352.201-9101, the AFLCMC Ombudsman is (Primary) Lt Col Kenneth L.
