The Library requires the following supplies or services: Technical services and maintenance including troubleshooting support, patches, updates, and security features for the MAVIS desktop application, MAVIS XML server software, and MAVIS database software. MAVIS is a mission-critical system used within the Library by NAVCC, MBRS, AFC, and Music divisions of the Library. It serves as a cataloging, processing, inventory tracking, and preservation tool for audiovisual material in the Library’s universal collections.

As MAVIS is tightly integrated with existing workflows and processes across multiple divisions, it is imperative that it be supported, updated, and maintained. The Library requires ongoing application and database support services to address issues that can only be resolved by resources with access to the proprietary source code of the MAVIS product. Support by a vendor with access to the proprietary source code allows for patches, scripts, updates and security features to be created and delivered to the Library. These patches, scripts, updates, and features are needed to adhere to Library IT security directives and reduce the risk of system unavailability. The fulfillment of this requirement in turn ensures that the Library is able to fulfill its mission to “acquire, organize, provide access to, maintain, secure, and preserve … collections.” 

Feenyx Proprietary Limited (“Feenyx”) is the sole owner of the MAVIS source code and MAVIS trademark.  As sole owner of the source code, Feenyx is the only vendor able to support the needs of the Library for ongoing maintenance and support of its MAVIS installation. Due to the proprietary nature of the MAVIS software, only the vendor with access to and ownership of the source code is able to perform the patching, maintenance, update, and security feature tasks that are indicated in this requirement. Feenyx is the sole producer and distributor of MAVIS and the only vendor who is able to support it. Feenyx is the sole owner of the MAVIS source code and there are no possibilities of obtaining upgrades and maintenance on the product from any other sources. Historical Data: Feenyx purchased the source and trademark to MAVIS in 2016 after it was offered for sale by the National Film and Sound Archive of Australia (NFSA) (https://www.iasa-web.org/forums/mavis-source-code-and-trademark-offered-sale-tender). Upon acquiring the source and trademark, Feenyx attested to their successful acquisition of the source code and trademark in an email to the Library on 25 March 2016. Feenyx has been the sole vendor of MAVIS maintenance and support in the world and will continue to be until MAVIS end-of-life (EOL) on 31 Dec 2022.
