NOTICE OF INTENT TO SOLE SOURCE
The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), intends to issue a firm-fixed price, sole source purchase order to TA Instruments for a Auto Q2000 Differential Scanning Calorimeter due to favorable experience with TA Instruments, the service they provide, the quality of TA Instruments and equipment compatibility. The Q5000 TGA and Q2000 DSC operate via the same computer and same software, eliminating the need to get an additional computer and have the new instrument software certified. Down time due to training will be minimal due to familiarity with TA Instruments and associated software. Data from both instruments is produced on the same computer in the same software package, simplifying data handling and calculation. The addition of the new DSC instrument will help the government to keep up with the demand for soil analyses and improve the accuracy of the results. To compete, this award would create substantial duplication of costs in which the Government is not expected to recover. Estimated value of purchase is $87,138.00.
TA Instruments - Waters L.L.C., located at 159 Lukens Drive, New Castle, DE, is the sole manufacturer and distributor of the Q2000 AUTO Differential Scanning Calorimeter.
This procurement is being conducted under Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR), Part 13.106-1(b)(1) (i), Soliciting from a single source.
This is not a request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon the responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. This is a notice and a solicitation will not be issued. NRCS will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. No solicitation document is available. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500 employees.
