The U.S. Securities and Exchange Commission (SEC) intends to award a contract as an exception to the requirement for full and open competition to Thomson Reuters (Markets) LLC address; 3 Times SQ, New York, NY 10036-6564. The SEC requires a commercial-off-the-shelf business and financial information service that provides access to real-time data, proprietary content, and third-party information combined with powerful application tools and communications.

This contract will be for a base period of 12 months with four (4) 12-month option periods. The contract will also include FAR Clause 52.217-8 - Option to Extend Services, which allows the government to extend the contract performance up to an additional 6 months.

The SEC requires the following information: I/B/E/S Estimates Data with monthly update files via the Wharton Research Data Services (WRDS), Insider Filing Data with historical and current insider transactions and holdings data, Mutual Funds and 13F Institutions databases via WRDS, DealScan Database providing historical information on the terms and conditions of deals in the global commercial loan market, SDC Platinum databases, Datastream Premium User CTD 3 Net & Datastream Worldscope CTD 3, Lipper Hedge Fund Database with access to detailed quantitative and qualitative information on active and inactive hedge funds, and SEC Filings and Analyst Reports with access to SEC filings in real-time with an extensive historical archive, and third-party information.

Thomson Reuters (Markets) LLC has been the only source identified that can meet the SEC's requirement. The SEC intends to solicit and negotiate with only one sole source under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which will be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice.
