The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a single source basis to London Stock Exchange for access to their SEDOL Masterfile database. The contracting officer has determined that London Stock Exchange is the only source that can reasonably meet the SEC's requirement in accordance with FAR Part 13.106-1(b). The SEDOL Masterfile contains unique identifiers assigned to securities in the United Kingdom and Ireland. These identifiers are in use in data sets from other vendors, from whom the numbers are downloaded for use on SEC servers. The aggregation of this additional data through OIDS fulfills the requirement for comprehensive coverage and analytical tools needed to perform on-going industry surveillance which is required by the SEC.

The period of performance for the purchase order is anticipated to be one (1) base year with one (1) one (1) year option and the total value of the order shall be below the Simplified Acquisition Threshold.

The SEC intends to award a purchase order to London Stock Exchange on or about August 10, 2014. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
