The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a single source basis to Morningstar Inc. for access to their Hedge Fund database. The contracting officer has determined that Morningstar is the only source that can reasonably meet the SEC's requirement in accordance with FAR Part 13.106-1(b). Morningstar's Hedge Fund Database is one of several sources of information on hedge funds that are available for use in the Securities and Exchange Commission's (SEC) OIDS research platform. These databases contain information that hedge funds voluntarily report. The aggregation of Morningstar's Hedge Fund data with additional content through OIDS fulfills the requirement for comprehensive coverage and analytical tools needed to perform on-going hedge fund industry surveillance which is required by the SEC.
The period of performance for the purchase order is anticipated to be one (1) base year with four (4) one (1) year options and the total value of the order shall be below the Simplified Acquisition Threshold.
The SEC intends to award a purchase order to Morningstar Inc. on or about April 6, 2015. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
