USU intends to negotiate on a sole source basis with Illumina, Inc., located in San Diego, CA for up to four (4) NovaSeqTM 6000 Sequencing Systems to include installation, training, and 12 months warranty (including parts and labor).
This supply will be procured in accordance with the procedures of FAR Part 12 - Commercial Items and FAR Part 13.5 - Simplified Procedures for Certain Commercial Items upon availability of funds, IAW FAR 52.232-18.
The sole source acquisition is made in accordance with FAR 13.501(a) Sole source (including brand name) acquisitions, which states that acquisitions solicited from only one source be justified in writing with the justification approved at the levels specified in FAR 13.501(a)(2) and made publically available.

Illumina is the global leader in innovative genome sequencing technologies and is the only supplier of next generation sequencing platforms for human whole genome sequencing at population scale. Illumina holds several patents for their proprietary technology used with the NovaSeq 6000 Sequencing System, including their patented reversible terminator chemistry to generate consistent, reliable data. The global Genome Core facilities all utilize Illumina platforms and Illumina, Inc. has numerous collaborative interactions and solutions for population genomics research and clinical diagnostics. Illumina also provides Field Service Engineering and Field Application Specialists that currently support operations at USU for The Collaborative Health Initiative Research Program (CHIRP) Laboratory Core.
Illumina, Inc. is the only known source that can meet the Government's requirements.
This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government. Responses must be received via email ([email protected]) by 3:00 p.m. EST on September 5, 2018.
