This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in FAR 12.6 as supplemented with additional information included in this notice. This
announcement constitutes the only solicitation and a separate written solicitation will not be
issued. This solicitation number is NICHD-20-150 and is issued as a Request for Quotation
(RFQ). The solicitation/contract will include all applicable provisions and clauses in effect
through Federal Acquisition Circular 2020-07. The North American Industry Classification
(NAICS) Code is 334513 and the business size standard is 750 employees. However, this
solicitation is not set aside for small business. This acquisition is being conducted using
Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver
National Institute of Child Health and Human Development (NICHD) intends to contract on a
sole source basis with Inscopix Inc. – 2462 Embarcadero Way – Palo Alto, CA 94303 to procure
the following new items:

Inscopix is the only known US based company offering advanced miniscope system capable of long-term data acquisition in behaving animals and high-throughput data analysis software as a package. The unique functionality of the nVoke system, suggested is that the miniaturized microscope device can image active fluorescence from brain cells with optically stimulate or inhibit another target cells using different wavelength (currently we are limited to use only one wavelength for imaging). This feature is crucial in the labs’ neuroscience study to better understand brain circuitary, but not feasible in any other commercial products so far. Also, the Inscopix is offering on demand service of scientists and technician in setting up and repairing the system in a rapid and reliable manner which is a unique advantage compared to other commercial vendors. Regarding the technical performance and the service, the Inscopix is the best option for our applications and needs.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.
The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer.
