This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-19-169 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-03. The North American Industry Classification (NAICS) Code is 334513 and the business size standard is 750 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Inscopix Inc. - 2462 Embarcadero Way - Palo Alto, CA 94303 to procure the following new items:

Rodents
A platform for simultaneous or sequential visualization of
large-scale neural circuit dynamics and optogenetic manipulation in
the same FOV. Includes miniature microscope with optogenetic
capability, data acquisition box, and nVoke acquisition software.
1 x Standard Warranty
One (1) year standard manufacturing warranty.
3 x Inscopix Data Processing Software (IDPS) License
Software for identifying cells and their individual dynamics from
Inscopix data with a validated processing pipeline and an intuitive
user interface.
1 x ProViewTM Implant Kit
ProView Implant Kit stabilizes and streamlines the lens implant
procedure. Includes a lens holding device, stereotax rod, screw,
adjustment tool, and instructions.
Technical Support
Prompt, knowledgeable responses to product hardware, software

nVista 3.0 system will ship only after return of nVista 2.0 system to
Inscopix.

Purpose:

In vivo calcium imaging has recently emerged as a viable approach to recording neuronal activity as mice are performing behavioral tasks - allowing for the measurement of correlated neuronal activity and behavior. The technique requires intra-cranial injection of virus expressing calcium sensors and the intracranial implantation of a purpose-built optical gradient-index (GRIN) lens that is tethered to a miniaturized microscope for recording fluorescent calcium signals in the brain. With nVoke system simultaneous optogenetic manipulation will allow to test sophisticated causal hypotheses about the relationship between neural circuit activity and emergent brain functions and behaviors.

Inscopix, Inc. is the exclusive developer and manufacturer of the nVokeTM
miniature microscope, data acquisition software, and data analysis software package for large - scale imaging of calcium activity in freely behaving rodents.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.
The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
