Sole source determination is based on the need to acquire a five year membership to OASIS which supports the advancement of information technology in the field of structure information standards, convergence, and adoption of e-business standards.
The membership will allow NIST with free access to recent development software, pre-release software, and assistance in developing consortium test software.

The North American Industry Classification System (NAICS) code for this acquisition is 813920, and the size standard is $14M.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by August 5, 2013 EST will be considered by the Government.
