The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with OASIS under the authority of 41 US 3304(a)(1) for an OASIS membership for a base period of one-year with four one-year option periods (i.e. commencing September 1, 2018 through August 31, 2019). 

Background Information and Basis for Sole Source

As one of the major research components of the National Institute of Standards and Technology (NIST), the Information Technology Laboratory (ITL) has the broad mission to promote U.S innovation and industrial competitiveness by advancing measurement science, standards, and technology through research and development in information technology, mathematics, and statistics. To fulfill its mission, ITL requires an OASIS membership for a base period of one-year with four one-year option periods.

OASIS is uniquely qualified to provide membership services to ITL. Specifically, a membership with OASIS would grant NIST access to the most recent development software (i.e. often pre-release software) and assistance if needed, in developing NIST conformance test software, from other consortium members. Membership will provide ITL conformance tests with reference implementation and provide a mechanism for technology exchange.

General

The North American Classification System (NAICS) code for this acquisition is 813920 - Professional Organizations. The small business size standard is $15M.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00 p.m. Eastern Time on June 8, 2018 will be considered by the Government.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Adam Powell at [email protected]. All responses to this notice of intent must be submitted so that they are received at [email protected] no later than the aforementioned due date.
