The U.S. Army Contracting Command in Warren, Michigan (ACC-WRN) intends to award a sole-source procurement to Indiana Mills and Manufacturing (IMMI). The objective of this effort is to (i) characterize Military vehicles through test and evaluation and modeling and simulation, (ii) understand the occupant responses in blasts, rollover, and crash events, and (iii) identify commercially off-the-shelf (COTS) technologies that may reduce the probability of injury in these events. The Government intends to procure these services on an other than full and open competition basis from IMMI under the authority of 10 U.S.C. 2304(C)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. A Cost Plus Fixed Fee Work directive contract will be utilized with an anticipated 42-month period of performance.
