The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on an other than full and open competition for a purchase order for Odyssey CLx Infrared Imaging System and Odyssey CLx Support Contract with Li-Cor, Inc (4647 Superior Street Lincoln, NE 68504). This is a trade-in and due to the unique and patented method of specifications the equipment required size and exact specifications to the existing CLx Infrared Imaging System, replacement parts and equipment, and support services must be compatible. The Laboratory of Viral Diseases have been using Li-Cor, Inc to conduct research that involves the interaction of HIV (Human Immunodeficiency Virus), and the detection of imaging and analysis of proteins and nucleic acids. This is not a request for proposal. Changing the parts and support services to the equipment at this time could introduce variables that may negatively affect the current project. The statutory authority for this sole source requirement is 41 U.S.C. 25(c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All responsible sources may submit their capabilities and past performance providing the required equipment and certifications. All responsible sources may submit a response that will be considered.
