Description:

The Naval Air Systems Command (NAVAIR) intends to award a sole source order to BAE Systems Information & Electronic Systems Integration, Inc. of Nashua, NH, to develop and implement replacement software for the OE-120B/UPX. BAE shall port the updated Software on the Fedora 21 OS to a supported Operating System to meet DOD Cyber Requirements.

Since BAE is the sole designer, developer, and manufacturer of the OE-120B/UPX, this acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
