This notice is a combined synopsis/solicitation, Notice of Intent. The Midwest Area, NCAUR, for the Agricultural Research Service of the United Stated Department of Agriculture intends to issue an award to DASGIP BioTools, LLC, 151 Memorial Drive, Unit B, Shrewsbury, MA 01545, pursuant to 41-U.S.C. 253©(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. Procurement is requested for an upgrade of our existing Fedbatch-pro System Bioreactor to include an Off-gas Analyzer that is compatible with the DASGIP operating software and that will integrate into our existing system to allow for simultaneous analysis of, at minimum, carbon dioxide and oxygen in our four bioreactor vessels. All responsible parties should submit written (mail or email - no telephone inquiries will be accepted) responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 10 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source, more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with DASGIP BioTools, LLC without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. All quotes shall be emailed to Sofia.Basso @ars.usda.gov no later than September 10, 2010. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government intends to award an order resulting from this special notice to the responsive/responsible offeror whose offer represents the best value to the Government. The anticipated award date is September 10, 2010.
