The 42d Contracting Squadron, Maxwell AFB, AL, is seeking sources that can provide a product in support of the 908th Maintenance Squadron (908 MXS) at Maxwell AFB, AL, in accordance with the attached "draft" Statement of Requirements (SOR) (See Attachment 1). The Table below identifies the Government's requirement:

NOTES OF IMPORTANCE:

•1.       A solicitation does not exist for this requirement. This is only a sources sought synopsis. Please do not submit proposals. The Government does not intend to award a contract on the basis of this sources sought.

•2.       If the government decides to pursue a solicitation, portions of your responses to this sources sought synopsis may be incorporated into the final solicitation. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary.

•3.       Respondents will not be reimbursed for any costs incurred in responding to this sources sought. Information submitted will not be returned to the respective repsondents.

•4.       Oral submissions of information will not be considered in response to this sources sought.

To assist the Government in developing a potential acquisition strategy, please provide the following information:

•1.       GENERAL INFORMATION

•a.       Company's full name, address, point of contact and telephone number.

•b.       Type of business, (i.e., small, small disadvantaged, women-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc.), under North American Industry Classification System (NAICS) 337214, which contains a size standard of 1,000, CAGE Code and DUNS Number.

•c.       Under which NAICS code does your company usually provide the requirements described in the attached SOR. Please provide rationale for your answer if different from NAICS 337214.

•d.       Please describe any customary commercial contract terms or conditions that you feel would make any resulting contract more effective if applicable.

•2.       CAPABILITIES: The Government is seeking qualified, experienced sources interested in providing the items identified in the attached draft SOR. Please address the following regarding your capabilities in meeting the requirements contained in the attached "draft" SOR:

•a.       Is your company capable of meeting this requirement in accordance with the attached SOR? Please Respond "Yes or No."

•b.       If your company can meet this requirement, provide documentation that includes the make, model and specifications of the product your company will provide to meet this requirement in accordance with the attached SOR.

STATEMENT OF REQUIREMENTS (SOR)

 

•1.0   PUR POSE: A requirement exists for new seating in the 908th Maintenance Squadron to include the Maintenance Chief's office and flight chief offices, as well as the Avionics Flight. All offices are located at the 908th Maintenance Squadron, 1 SOC Drive, Building 1456, Maxwell AFB, AL 36112-5977. The Contractor shall provide delivery; however, no installation is required nor removal of existing seating.

 

•2.0   EXECUTIVE SUMMARY  : The 908th Maintenance Group's manning document underwent significant restructure creating a shift in manpower affecting 908th Maintenance Squadron personnel in Building 1456. The squadron is currently using currently using old seating. This purchase is to replace existing seating which is outdated, mostly mismatched, unsafe and broken. The purpose is to try to maintain continuity within the squadron. Updating the seating will allow workers safe, more ergonomic and aesthetically pleas ing chairs and in turn, allows for a more productive squadron.

 

•3.0   DESCRIPTION OF REQUIREMENTS:

 

•3.1   Genera l: The Contractor shall provide all labor, materials and transportation necessary to meet seating requirements throughout the areas  listed in paragraph 1.0.

 

•3.2  Delivery: The Contractor shall deliver requested seating to the 908th Aircraft Maintenance Squadron, 1 SOC Drive, Building 1456, Room 136, Maxwell AFB, AL 3611 2- 5977. Where 908th Aircraft Maintena nce Squadron personnel will uncrate and set up the required seating.

•3.4       GENERAL INFORMATION:

 

•3.4.1           Items must be brand new. Refurbished or used items are not authorized.


•3.4.2               Normal Hour s. The Contractor' s ho urs are Monday through Friday, from 0700 to 1600 hours or until such a time as the QAE inspection is complete and all discrepancies detected are cleared provided at the local military treatment facility on an emergency reimbursable basis only.

•4.0   SECURITY REQUIREMENTS FOR UNCLASSIFIED SERVICES ONLY (No CAC Required)

•4.1   Contractor Notification Responsibilities. The contractor shall notify the Information Sec urit y Program Manager {IS PM) at Maxwell AFB, Alabama 15 days before  on-base performance of work starts. The noti fica tio n shal l include:

•1.       Name, address, and telephone number of contractor representatives.

•2.       The contract number and contracting  agency.

•3.       The location of where worked is performed.

•4.       The date work performance  starts.

 

•4.2   Installation AccessRequirements. As prescribed by the AFFAR 5352.242-9000, Contractor access to Air Force installations, AFI 31- 218 , Motor Vehicle Traffic Supervision, and AFMAN 31- 1 13 , Installation Peri meler Access Control.

 

•4.3   The Contractor sha ll o btain base identificatio n and vehicle passes for all contractor

person ne l who make frequent visits to or perform work on the Air Force insta llation(s)

cited in the contract.  Contractor personnel are required to wear or promine ntly display insta llation identification badgesor contractor-furnis hed identificatio n badges while vis iting or performing w· ork on the  installation.

•4.4   The Contractor shall s ubmi t a written request on company le tterhead to the Contracting Officer list ing the follow ing: contract numb er, lo cation o f work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The individual(s) should provide a valid driver's license, current vehicle registration, and valid vehic le insurance ce rtificateto obtain a vehicle pass. Government ID card holders may not use their credentials to sponsor an individual on to the base to perform work that' s been contracted to an official Contractor.

 

•4.5   During performance of work, the Contractor sha ll be responsible for obtaining req uired identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any emp lo yee who no lon ger requires access to the work s ite.

 

•4.6   All co mmercia l vehic les will be directed to Gate 3 (Kelly St) or Gate 4 (Congressman Dic kenson for Gunter Annex) for processing throug h the Commerc ia l Ve hic le Inspection (CVI) Area, when operatio nal. During non-dut y hours and holidays, commercial vehicle inspections will be conducted at Gate I ( Maxw ell Blvd) or Gate 4 only. Inspection members will conduct thorough in spe ctions of the in terior and exterior  of  the vehicle for items prohibited from the installatio n such as explosive devices, weapons and ammunition, drugs, and open or closed alcohol containers.


 

 

•4.7   Upon completion or termination of the contract or expiration of the identification passes, the prime Contractor shall ensure that all base identification passes issued to employees and subcontractor emplo yees are returned to the issuing office.

 

•4.8   Failure to comply with these requirements may result in withholding of final payment.

 

•5.0   TRAFFIC LAWS: The Contractor and  their employees shall comply with base traffic regulations set forth in AFI 31-218, Motor Vehicle Traffic Supervision and AFMAN 31- 113, Installation Perimeter Access Control. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket.

 

•6.0   RANDOM INSTALLATION ENTRY/EXIT CHECKS:  Entry/exit vehicle checks are conducted by order of the 42 ABW Commander. These checks are conducted for the purpose of safeguarding the base and protecting government property by discovering  and seizing stolen property, classified information and contraband. Refusal to submit to an installation (entry/exit) vehicle check may result in the loss of base driving privileges, revocation of base registration, or debarment action.

 

•7.0 CELLULAR PHONE OPERATION POLICY: The use of cellular phones while operating a motorized vehicle is prohibited on Maxwell-Gunter. Although discouraged, drivers are authorized to use devices,i.e. earbud or earboom, which allows their cellular phone to be operated hands-free. The device must not cover both ears. This policy applies to everyone driving on Maxwell AFB and Gunter Annex. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket.

 

•8.0  WIRELESS ELECTRONIC DEVICES: The Contractor shall not establish his/her own Information Technology {IT) systems or networks (Local Area Networks  [LAN], Wide Area Network  [ WAN] , cellular phone/USB modem as WAN, Wi-Fi as WAN, etc.), or camera system without the direct permission of the Information Security Program Manager and governing communications and responsible information systems office (42 CS).

 

•9.0  FIREARMS AND AMMUNITIONS: Transporting weapons or ammunition, concealed or otherwise, IS NOT permitted  by any  non-law enforcement personnel on Maxwell AFB/Gunter Annex at any time regardless of state issued concealed weapons/ LEOSA  permits. Violations may result in criminal prosecution under the applicable federal laws.

 

•10.0      ILLEGAL WEAPONS: The below weapons are conside red illegal, unless specifically authorized by competent authority, and are prohibited on Maxwell AFB/Gunter Annex. Violations may result in criminal prosecution under the applicable federal laws.

 

•a.       Switch blade knives or knives with any type of automatic blade release.

 

•b.     An incendiary/explosive weapons (e.g. grenades, flash bangs)

 

•c.       Fireworks

 

•d.      Homemade mortars, aka "tennis ball launchers" or similar devices.

 

•11.0                HEALTHCARE. Healthcare provided at the local military treatment facility on an emergency reimbursable basis only.

 

•12.0                HOLIDAYS. The Contractor is not required to provide service on federally recognize d holidays. The Federal Government recognizes the following holidays:
