The Department of Interior, National Park Service, Denver Service Center, Contracting Services Division intends to award a sole source firm-fixed-price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The associated NAICS code is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), 1,000 employees for with the Prime Product Service Code of B516 - Fisheries and Animal Studies.
The proposed contract award will be to the Lower Elwha Klallam Tribe (LEKT) for performance of Chinook and Steelhead Monitoring supporting the Elwha River Restoration Project. LEKT is the only source capable to access the lands and permitted to handle the endangered species studied as part of the Elwha River Restoration.
The purpose of this contract is to implement specific actions identified in the Restoration's monitoring plan, including: (1) operation of SONAR units to enumerate returning adult salmon; (2) operation of a rotary screw trap(s) and/or weir-type smolt traps; (3) spawning ground surveys to assess the special distribution of salmon in the watershed.
This notice is not a request for proposals. The Contractor identified is the only known source capable of providing the services for the subject requirement and responses to this notification must be in writing and will be considered. All responses to this notice must be received no later than 1700 hours, ET, Monday, 23 April 2018.
