NOTICE OF INTENT

The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.106(b)(1), sole source (including brand name) acquisitions.  The proposed source is Alliant Healthcare Products 333 Bridge Street NW Ste. 1125, Grand Rapids, MI 49504. 

The requirement is for one (1) EBUS-RADIAL-KTT3: Radial Kit EBUS Device (Bronchoscope, Flexible Video/Ultrasound Device for Naval Medical Center Portsmouth.

The Endobronchial Ultrasound (EBUS) shall be indicated for use in the diagnosis of cancer, infections, inflammatory conditions, lung masses, and evaluation of gastrointestinal (GI) tumors utilizing radial techniques.  The EBUS system shall have the ability to maintain a minimum workload of five (5) monthly procedures.  The EBUS system shall be compatible with the currently-installed Olympus navigational bronchoscopy equipment, listed in Table 1. I addition, the system shall be compatible with the currently-installed Olympus Gastroenterology equipment, listed in Table 1.  The EBUS system shall be capable of concurrent usage with the equipment listed in Table 1 for the diagnosis of peripheral lung nodules and lesions. The unit shall be capable of Endobronchial Ultrasound-Guided Transbronchial Needle Aspirate (EBUS-TBNA) to biopsy various tissues without requiring the patient to undergo an operation.

The system, including claims made for the product, shall be compliant with Food and Drug Administration (FDA) regulations, with respect to marketing and delivering medical products for use in the United States of America.  These requirements shall apply even if delivery is requested outside of the Unit

Contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM.  All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

Upon delivery, the contractor shall be responsible for uncrating the unit/system, transporting it through the facility to the location of intended use for installation, and removing of all trash created in this process. The vendor shall be responsible of de-installation and removal of current equipment.  If interim storage is required, the vendor shall make arrangements for the storage. The vendor is also responsible for the initial instrument operational and performance validations.

Based on the above information, the only technically acceptable system is provided by Alliant Healthcare Products who is a Small Disabled Veteran Owned Business (SDVOB) distributor for Olympus America, Inc.

This acquisition is being conducted under FAR Part 12, 13, and 19.  Provisions and clauses in effect through Federal Acquisition Circular 2005-98 are incorporated.  The requirement will be set-aside for an SDVOB. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of $11.0 mil.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
