OMAN TRUCK TRANSPORTATION SERVICES

SOURCES SOUGHT NOTICE-MARKET RESEARCH PURPOSES

This is a Sources Sought Notice only.  It seeks to gather information from companies within the Oman region that can provide tanker trucks to transport fuels within Oman.  No solicitation is being issued at this time.  DLA Energy is seeking information on industry capabilities and potential sources for providing fuel truck transportation services in the Oman region. The Government is neither negotiating nor calling for offers at this time. This Sources Sought is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this notice.

The Defense Logistics Agency (DLA) Energy Overseas Bulk Petroleum Products Division seeks potential sources to provide tanker trucks transportation services of U.S. Government-owned fuels located in the Oman region.  Annual quantities of fuels to be transported include Turbine Fuel, Aviation, JP5 (75,000 USG); Fuel, Navy Distillate, F76 (100,000 USG); and Turbine Fuel, Aviation, JP8 (100,000 USG).  All products will be picked up at Defense Fuel Support Point (DFSP) Salalah or DFSP Thumrait, for delivery to DFSP Duqm and/or Rabkut Range.

The period of performance will be for approximately 1 year from date of award.  The anticipated contract type is Firm Fixed Price. 

Interested firms should be able to provide all labor, materials, equipment, supervision and management to provide for fuel tanker truck transportation services.  The Contractor must be licensed to carry F76, JP5 and JP8 fuels, and comply with all Omani safety and environmental laws and regulations.

All interested offers should register in the System for Award Management (www.sam.gov).  DLA Energy has a mandatory electronic Enterprise Business System (EBS), which must be utilized in order to receive a contract award and registration in various sites must be accomplished in order to be considered for award. These systems cover receiving electronic orders, invoicing and payment/payment status.
