NASA/AFRC has a requirement for OMEGA-Windows XP Upgrade. NASA/AFRC intends to purchase the items directly from Smartronix Inc., 44150 Smartronix Way, Hollywood, MD, 20636. Authority for the requirement is 10 USC 2304(c)(1) Only one responsible source. Justification is based upon the following facts: Contractor holds proprietary rights for the software and no other vendor located that can provide the required support. Based upon the above, utilization of any other provider in lieu of Smartronix for the acquisition of the item would likely result in: a) All waivers were denied and all existing platforms need to be upgraded no later than Q3 FY 16 or need to be decommissioned; b) Decommissioning will incur unavoidable critical work stoppages affecting many AFRC flight projects c) unacceptable delays in fulfilling the agency's requirements. These reasons justify procuring the required services exclusively from Smartronix.

The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 19, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
