DESCRIPTION OF REQUIREMENT
Purpose and Objectives
The purpose of this requirement is acquisition of one (1) Plexon, Inc. OmniPlex Neural Data Acquisition System to conduct in-vivo electrophysiological studies examining the neural correlations underlying individual differences in animal reward seeking. This equipment will be used by the National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) in conjunction with an owned Plexon OmniPlex Neural Data Acquisition System and to ensure standardization of data and research integrity only another Plexon OmniPlex Neural Data Acquisition System is acceptable.

Delivery/Period of Performance
It is expected that the above described project requirements will be delivered within sixty (60) days after contractor receipt of award. A firm fixed price purchase order is anticipated.
CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, only Plexon, Inc. is capable of meeting the needs of this requirement because of research data standardization requirements. The NIDA IRP is currently using a Plexon OmniPlex Neural Data Acquisition System to perform the above-described research and now requires an additional system to handle the volume of efforts. To ensure that research data integrity is not jeopardized and results-acquisition remains standardized throughout the study, only another Plexon OmniPlex Neural Data Acquisition System is acceptable for this requirement. Use of any other equipment would lead to discrepancies in data that would invalidate correlations and conclusions that may be discovered via this research. Further, this equipment is proprietary to Plexon, its Original Equipment Manufacturer (OEM), and Plexon does not allow other contractors to sell its products. Accordingly, only Plexon is capable of meeting the needs of this requirement.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
