General: AFLCMC/WLNI has a requirement to provide "on-call" aircraft repair services for Egyptian Air Force (EAF) C-130H aircraft while in North American Continental United Sates (CONUS), Canada, Azores, Bermuda, and the Bahamas. Estimated dollar amount for this acquisition is $1.5 million over a 5-year period of performance consisting of a base contract year and four (4) 1-year options.

Description: The EAF operates flights (from Cairo, Egypt) at least once each month to/from Baltimore Washington International Airport, Dover Air Force Base (AFB), and/or Tinker AFB to transport Foreign Military Sales (FMS) assets to and from the country of Egypt.  Additional special mission flights may be performed each month, based on the volume of FMS assets requiring military air transport.  On occasions, flights utilize commercial airports or USAF installations to participate in joint military exercises or to pick up additional cargo.  Periodically, a flight will experience a problem with the aircraft or aircraft systems requiring repairs before the mission can continue.  Upon request by an EAF visiting flight crew, or the AFLCMC/WLNI Program Manager (PM), the Contractor shall initiate actions within 12 business hours of notification to dispatch a repair team to respond to the request for repair assistance at the specified location.

Product Data: Configuration control of the C130 aircraft is the responsibility of Egypt. A set of current technical manuals and documentation is on-board each individual aircraft when traveling to the various locations identified in this requirement. There are no known issues that would preclude a vendor or their subcontractor from effectively making EAF C-130H aircraft repairs.

Amendment 1 - Posted 21 January 2021: FA8553-21-R-0007-0001 has been added to the list of attachments. The purpose of this amendment is to incorporate a revised PWS dated 19 January 2021. The previous PWS dated August 25 2020 has been removed from the list of attachments. Also, the USG answers to contractor questions have been incorporated into the RFI Reponses PDF and can be found in the list of attachments. These questions and answers will help explain the revisions to the PWS.

22 January 2021: A typographical error was corrected within the RFI Responses attachment. The document had erroneously stated that the proposal due date was 28 February 2021. RFI Responses dated 22 Jan 2021 has replaced the previous version.

The purpose of this amendment is to incorperate new CDRL attachment due to document being corrupt. CLIN X002 Labor Rate Attachment is being replaced to clarify CLIN value totals.
