SOLICITATION NO. SP4530-16-R-0003, AMENDMENT NO. 0002

1.  The purpose of this amendment is to attach the list of questions and answers and reupload the original pictures.

2.  Replace the Bid Schedule, Attachment 19, with the attached Revised Bid Schedule which decreases estimated quantity from "12.1 MIL lbs" to "8 MIL lbs".

3.  Replace the current PWS with the attached Revised PWS which revises the following:

A)  Add paragraph 3.6, USAG-KA Form 55-R, Request and Authorization for Travel, Attachment 20. 

B)  Delete the last sentence in paragraph 5.1 The collection sites, "All additional containers must be in place by the close of business on the last day of the first work week of the contract performance period."

C)  Change "45" to "90" days and add "liquid oxygen" in paragraph 8.8.2, Government Furnished Services and Facilities to Contractor and Contractor Personnel.  Also, delete Attachment 11, Government Furnished Services and Facilities to Contractor and Contractor Personnel and add the following:  "Some of the items to be furnished are:1) Administrative Office Space - Provide office space for 2 personnel for projects expected to last more than 30 days; 2) Food Service. Includes preparation and service of food to authorized personnel, and related dining facilities operations; 3) Housing and Lodging Services. For projects lasting more than 30 days, provide for a maximum of 15 rooms.  Rooms will be set for double occupancy; 4) Fuel Services - Provided as needed at a cost of $1.90 per gallon of diesel and $1.94 per gallon of midgrade unleaded gasoline; and 5) Stevedoring and other pierside support services as needed."

D)  Adds the following clauses:  1) 3.1.1 Clearance, Entry and Security Requirements; 2) 3.1.2 Restrictions on Local Hire; 3) 3.1.3 Marshallese Income Tax; 4) Utilization of Marshall Islands Subcontractors and Employment of Marshall Islands Personnel; 5) 3.6 Authorization for Travel; 6) 6.4 Sailing Instructions, Port of Kwajalein; and 7) 7.1.1 Compliance with Local Laws.

E)  Add recent photos of Kwajalein of Barge Slip Ramp and scrap accumulation site which depicts order of removal, Attachment 21.

F)  Add List of Rolling Stock Items, Attachment 22.

4.  The Pre-Proposal Sign-in Sheet is provided as an attachment.

5.  The due date for proposal submission is extended to 26 May 2016 at 2:00 pm, Hawaii Standard Time.

6.  All other terms and conditions remain unchanged.
