Pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1, the U.S. Nuclear Regulatory Commission (NRC), Office of Administration (ADM), intends to issue a sole source award to Chesapeake Security Systems, 494 main St., Prince Frederick, MD 20678-4180, for the acquisition of "onsite" locksmith services employing a Firm Fixed Price type contract for all NRC locations in Montgomery County, Maryland, NRC Regional locations in King of Prussia, PA, Atlanta, GA, Lisle, IL , Arlington, TX, and any additional NRC facilities as required. The contractor shall be an Authorized Medeco Dealer. In addition, the contractor shall staff a minimum of 2 locksmiths that are certified by KABA-MAS to install, repair, and diagnose issues associated with, but not limited to, X07, X08, X09 , and X10 high security electronic locks which are approved by the General Services Administration (GSA) and are in use at the NRC. The anticipated period of performance is a base period of 12 months and three one year options.


The applicable North American Industry Classification System (NAICS) code for this acquisition is 561622 "Locksmiths" and a size standard of $20.5 million.

The Government intends to solicit and negotiate directly with Chesapeake Security Systems, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to [email protected]. No faxed documents will be accepted. If no responsive statements are received by 01/22/2016 at 3:00 PM EST, an award will be made to the Chesapeake Security Systems.
