NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research and Technology, hereby announces its intent to issue a purchase order to Brown University, Center for Environmental Health and Technology, Professor. E. Andres Houseman, to develop Open-source architecture for Bayesian decision models in occupational hygiene and exposure assessment.

Purpose and objective: CDC's mission is to promote health and quality of life by preventing and controlling disease, injury and disability, NIOSH provides national and world leadership to prevent work-related illness, injury, disability, and death by gathering information, conducting scientific research, and translating the knowledge gained into products and services. NIOSH is developing new occupational exposure statistically-based sampling strategy and exposure decision-making guidance for the occupation hygiene and exposure assessment community. Stakeholders include practitioners, regulatory bodies such as OSHA, DOD, DOE, DHS and EPA, and academic programs

The purpose of this acquisition is to procure a computationally-efficient robust Bayesian framework to incorporate possibly informative prior distributions from expert exposure assessment judgment, exposure models, and other exposure estimation methods into a data interpretation, analysis, and decision-making system specifically for the small sample (n=3-20 objective exposure measurements) occupational exposure compliance problem.

Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2010-Q-12470. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov.

The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement.

If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Brown University, Center for Environmental Health and Technology, Alpert Medical School, 121 South Main Street, Providence, RI 02903, Attn: Professor E. Andres Houseman, Sc. D. as the only source and a purchase order will be issued without any additional notices being posted.
