The 341st Contracting Squadron (341 CONS) is conducting market research to determine if a set-aside for any small business program is appropriate to perform the operation of the Precision Measurement Equipment Laboratory (PMEL) at Malmstrom AFB, Montana. The information in this notice is based on the best and most current information available to date and is subject to change and does not bind the Government. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. Updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov).
Services include actions necessary to manage, test, calibrate, repair, modify, certify, store, safeguard, transport, and perform traceable measurements through the Air Force Primary Standards Laboratory (AFPSL) to the National Institute of Standards and Technology (NIST) or other Air Force Metrology and Calibration (AFMETCAL) Det 1 approved sources on test, measurement, and diagnostic equipment (TMDE). The contractor shall provide all personnel, equipment, tools, materials, management, supervision, and other items necessary. Calibration facilities and equipment are Government-furnished.
The solicitation will be posted at FedBizOpps electronically on or about 22 Feb 12. The Request for Proposal will be available by electronic transmission ONLY. In addition to the information requested below, responding parties must also indicate their size in relation to the applicable North American Industry Classification System (NAICS) code. The NAICS code is 811219, with a size standard of $19M in revenue. Potential contractors must be registered in the Central Contractor Registry (http://www.ccr.gov) to be eligible for award.
Interested and qualified vendors are requested to provide a brief capabilities statement and letter of interest to include the following information:
1) Company name, point of contact, e-mail address, telephone and fax numbers, identification of business size and whether currently designated as a Small Business as defined in the Federal Acquisition Regulation Part 19.1, and the appropriate categories (small business, small disadvantaged business, 8(a), service disabled veteran-owned small business, veteran-owned small business, woman-owned small business, HUB zone, minority-owned, etc.);
2) Information telling us about your company and why you think you can perform this service, including any anticipated teaming arrangements. Respondents are asked to limit submissions to 5 pages or less, or the minimum number of pages necessary to address the requirements specified in this announcement;
