The United States Special Operations Command (USSOCOM) Directorate of Procurement intends to negotiate on a sole source basis with Submergence Group, LLC, 4 Water Street, Chester, CT 06412 in accordance with 10 U.S.C. 2304c(1) and FAR 6.302-1. The purpose of this procurement action is for the lease of one operational diver lock-out submersible with the following demonstrated capabilities: (1) Capable of locking out at least 6 divers in a single lock-out cycle, (2) Capable of sustained (2 hrs) submerged speed of 5 knots or greater, (3) Capable of transiting 10 nautical miles or greater at 5 knots on a single battery charge. The leased submersible will be used by field units for doctrinal, operational, and organizational purposes. The period of the lease is for six months with two - three month option periods, not to exceed one year. Delivery of the submersible and redelivery locations are required in Pearl Harbor, Hawaii. In addition, the contractor will determine if the submersible meets the classification requirements of the American Bureau of Shipping (ABS). Based on results of market survey, Submergence Group's S301 SDV is the only known submersible meeting the Government's requirements. Submergence is the original equipment manufacturer and has working knowledge of obtaining ABS classification. All responsible sources may submit a capability statement or proposal which shall be considered by the agency NLT than five days of the posting. The Government intends to award a contract for performance to begin March 1, 2010.
