Notice of Intent to Sole Source
The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Heidelberg Engineering.
In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the item listed below within the time frame needed.
The purpose of this notice is to inform the public that the National Institutes of Health (NIH), National Eye Institute (NEI) anticipates issuing a purchase order for a Heidelberg Fluorescence Lifetime Imaging Ophthalmoscopy (FLIO). The FLIO purchase will include a retinal camera head; photon counting box; isolation transformer; Heidelberg Heyex-1 software & dongle; instrument base & table; power supply; workstation pc with monitor, keyboard, mouse; and installation and training. The FLIO is a unique device that uses a novel method for characterizing early changes in the macular pigment of the inner eye. Assessing macular piment has proven to be useful for the early diagnosis of a variety of retinal disease entities changes in the development of many sight-threatening conditions already under study at the NEI, including AMD, MacTel, and retinitis pigmentosa.
This notice is not a request for competitive quotes. However, any party that believes it can fulfill the requirement, may submit a written capability statement that clearly supports and demonstrates their ability to provide the device as stated herein. A determination by the Government to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
