The 6th Contracting Squadron (6 CONS) at MacDill AFB issues this Sources Sought Synopsis for information only to locate sources who are capable. USCENTCOM has a requirement to obtain software maintenance and support for currently owned and deployed Optimal SatCom Enterprise Capacity Manager (Single LAN) and COMPLAN Professional (4 concurrent users) software applications. These applications are used to monitor and optimize satellite networks used to transport voice, video and data.

Requirement details are as follows:

1. Enterprise Capacity Manager^TM software upgrade, maintenance & technical support (ECM value added reseller edition with ECM Web Portal - includes Sun Outage Calculator^TM) support 140 transponders, perpetual license.

2. Communications Planning System^TM (COMPLAN) Enterprise Edition, floating perpetual license.

This Sources Sought is an advance notice for information and planning purposes only and is not a solicitation. The North American Industry Classification System is 541519 and the size standard is 150 Employees. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 AM local time on 14 December 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice.
