The Naval Air Systems Command (NAVAIR) intends to issue a sole-source delivery order to Raytheon Company, 2000 East El Segundo Boulevard, El Segundo, CA 90245 under BOA N00019-05-G-0008 to incorporate Engineering Change Proposal (ECP) 0035 Step 2 Option Year 2 for Electro-Optical (EO) Daylight Operations Improvement as a retrofit to existing Advanced Targeting Forward Looking Infrared (ATFLIR) pods. This effort includes all activities associated with the Retrofit production effort.

Raytheon is the sole designer, developer, and manufacturer with the intricate knowledge of the ATFLIR pod into the F/A-18 weapon system and, as such, is the only source that possesses all the technical data necessary to incorporate ECP 0035 in the ATFLIR pod and is uniquely positioned to meet and fufill NAVAIR's requirements within the time required.
