TITLE: F3T4MD7018AW01, Sole Source Acquisition for the purchase of Optos Ophtalmoscope Maintenance Service

The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Optos, Inc. Required items to be purchased are:

This procurement will be for the purchase of Optos Ophtalmoscope Maintenance Service. This procurement will include scheduled maintenance and onsite repairs to the Optos Ophtalmoscope equipment at Seymour Johnson Air Force Base Medical Group, as defined in the Statement of Work. All scheduled maintenance shall be performed in accordance with the manufacturer's specifications. Contractor will provide service checks/maintenance to adjust, upgrade, repair and accomplish manufacturer's recommended maintenance of equipment.

All service technicians must possess experience on the repair and maintenance of the Optos Ophtalmoscope already in place at both facilities. The technicians must be trained by the manufacturer's designated service agency and authorized to perform maintenance, repairs, factory modifications and warranty work for the equipment.

This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). Optos, Inc. retains exclusive ownership of the software and does not authorize third parties to alter or add to Optos software or equipment (this includes all parts and specifications). No other company is able to provide parts, repair, service or upgrade this equipment. Utilizing any other company would require the Government to purchase new equipment which would result in substantial duplication of cost that would not be recovered through full and open competition. The services must be in accordance with the statement of work for the Optos Ophtalmoscope currently installed and in use at the 4th Fighter Wing.

Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 27 March 2017 at 3:30 P.M EST.
