This is a request for information only. This does not constitute a Request for Proposal (RFP) or a Request for Quotation (RFQ). The Internal Revenue Service (IRS) is seeking a highly qualified business capable of providing PeopleSoft support on an internal system based upon the Oracle/PeopleSoft pension and payroll modules version 9.2. The IRS has set a date of April 27, 2017 for comments. The potential contractor will work with the IRS performing supplemental operational support and developing and deploying new functionality.

The IRS is seeking to assess the market by providing advance notice of this requirement to interested parties, qualified vendors and various members of the business community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB).
Below is a high level view of potential requirements and objectives.

The potential contractor will provide supplemental general production support in the areas of:

• Problem management
• Application maintenance
• System and database administration
• Test administration
• Knowledge transfer
• Application analysis
• Application development
• Application implementation
• Test administration
• Special projects

Additionally, all personnel must possess the requisite certifications and training to perform the areas of general production support.

The anticipated contract vehicle is a Blanket Purchase Agreement (BPA) for services only. The estimated period of performance for this potential requirement includes a twelve month (12) base period and four (4) one year options.
