Request for Information (RFI) for Oral History Projects
Market Research Purposes Only

The purpose of these oral history projects are to provide narrative accounts of civic engagement and volunteering studied through the Community Conversations research methodologies:
1. To record and archive personal accounts of civic involvement and community engagement across a diverse spectrum of Americans.
2. To provide a database for secondary research and for scholars and historians who study the developmental history of ethnic communities, immigration, poverty, crime among other fields in the social sciences
3. To promote civic activity and community engagement at the national level through dissemination of these first person accounts
4. To assess the feasibility and utility of oral history as one data collection strategy for CNSC to employ as it fulfills the requirements of it authorizing legislation
5. To expand the use of methodologies for measuring the impact of civic behavior on neighborhoods and/or communities

CAPABILITY STATEMENT REQUIREMENTS:

To evaluate the number of firms capable of performing the required work, the Corporation for National and Community Services-Office of Procurement Services (CNCS-OPS) will thoroughly review Capability Statements submitted in response to this RFI. Capability Statements are limited to 25 pages, not including the title page and the table of contents. Your submission must use black 12-point font, single-spaced, double-sided. Page margins must be one inch at the top, bottom, and each side. Headers, footers, and page numbering may be outside the l-inch margin, but not less than a .5 inch margin. Headers, footers tables/figures and page numbering may be in 10-point or 12-point font.

Please note that Capability Statements must be submitted as an email attachment in Microsoft Word format. All information received in response to this RFI will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses, accordingly, if the information is considered to be confidential or proprietary.

Capability Statements should address the following elements to the maximum extent possible within the 25-page limit. These fact finding question are in relation to the draft Statement of Work (SOW) which is listed as a seperate attachment

1. Can your company work concurrently in three separate locations, specifically San Marcos, CA, Richmond VA, and Washington, DC in reference to the draft SOW.
2. Can your company allocate seven to nine month at each location to develop stakeholder/partner/participant buy-in or a successful implementation, train local site staff and volunteers, provide on-going technical assistance and provide production services in reference to the draft SOW.
3. Can your company arrange a cooperative agreement with the Library of Congress to archive the recorded interviews at the Folklife center for future research in reference to the draft SOW.
4. Can your company permanently install custom recording equipment at each location (San Marcos, CA, Richmond VA, and Washington, DC) in reference to the draft SOW.
5. Can your company train community members to assist other community members in designing and conducting interviews in reference to the draft SOW.
