This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-80, effective March 2, 2015.

This combined synopsis/solicitation is set aside for Small Business only. Only Small Businesses under the associated the associated North American Industrial Classification System (NAICS) code are invited to submit quotes. The associated NAICS code for this procurement is 332999 with a small business size standard of 750 employees.

The National Institute of Health, Office of Purchasing and Contracts, is seeking a contractor to provide a state of the art Orthopedic Testing and Rehabilitation Dynamometer System to support the increased demand from scientific investigators requiring measurements of strength and fatigue for clinical and research protocols. This System will replace a currently used system that has reached the end of its normal life span and which must be removed by the contractor. Four (4) Optional years of certified Maintenance and Service (Warranty) must be included in the quote as Options that may be exercised at the Governments discretion, and which cannot be funded until and if the Option is exercised. Quotations shall be submitted by email to the Contract Specialist listed in this announcement.  Quotations shall follow the Instructions to Offeror's in the attached Combined Synopsis/Solicitation and shall include IT and Physical Access Security Requirements.
