The solicitation is being issued pursuant to the procedures of FAR 13. Synopsis exception FAR 5.202 (a)(13) applies and Solicitation Number N00164-16-T-0216 is hereby issued as an attachment hereto.
SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Tektronix, Inc distributors and resellers. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Naval Surface Warfare Center (NSWC) Crane Division intends to enter into a base award, firm fixed price (FFP) contract and is issuing this Request for Quotes (RFQ) for the following:

CLIN 0001
QTY 1 each, Digital Phosphor Oscilloscope
P/N: DPO7254
Serial numbers cannot exceed "C010206"
Windows XP, DPOJET 1.2.1 Build 5,
Firmware: 4.1.1 Build 6
IAW with additional Government Requirements

*Note: Constructive Acceptance shall be 15 days.

Inspection and Acceptance is to be destination with delivery F.O.B. Destination: NSWC Crane, IN 47522-5001.
Please reference delivery schedule in RFQ.

Multiple awards may be issued from this solicitation. All items are not expected to come from one vendor.

Each quote will be evaluated using ACCEPTABLE-UNACCEPTABLE for the following:

• FIRMWARE VERSION
• CALIBRATION
• SERIAL NUMBER
• CONFORMANCE TO CONSTRUCTIVE ACCEPTANCE
• PRICE

A Responsive Quote Consists of the Following:

• Signed SF 1449 (ALL PAGES COMPLETED AND RETURNED)
• All pricing must be entered in the PRICING MATRIX. (page 3)
• 52.211-8 Time Of Delivery SF 1449 Delivery schedule filled out with Quoters delivery dates. (page 17-18)
• Technical Evaluation Matrix completely filled out. (page 48-49)
• Serial Number Matrix completely filled out. (page 50)
• Additional certification reports or letters.

All changes to the requirement that occur prior to the closing date will be posted via FedBizOpps.
It is the responsibility of interested vendors to monitor the FedBizOpps site for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
