This is a combined synopsis/solicitation for commercial products prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. This requirement is also a 100% small business set-aside. The Government reserves the right to award without discussions.

Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. The solicitation number is N00173-16-Q-0111, and it is being issued as a Request for Quotation (RFQ).
This requirement is being set-aside as a Total Small Business set aside under NAICS code 334515. Only qualified Offerors may submit responses.

REQUIREMENT: The Naval Research Laboratory has a requirement for 1 each of Oscilloscope - Infiniium 33 GHz 80/40 GSa/s 4 Ch P/N: DSOV334A, 1 each of
Jitter Analysis software for item #1 P/N: E2681A-1TP, 1 each of User defined function, transportable for item #1 and 4 P/N: N5430A-1TP, 1 each of Oscilloscope - Infiniium 20 GHz 80/40 GSa/s P/N: DSOV204A, 1 each of Infiniium 9000X and V-series multi-frame cable kit P/N: N2123A, 1 each of Multi-scope software for Infiniium oscilloscope P/N: N48834A, 1 each of Infiniium Offline PC-based scope analysis P/N: N8900A
Items must be brand name or equal. Detailed specifications and closing dates are on the attached Request for Quotation/Standard Form 18.

INSTRUCTIONS FOR PREPARING AND SUBMITTING QUOTATION:

1. Complete attached SF-18, Request for Quotation (RFQ) Block 11, by inserting in Column (e), Unit Prices, your proposed price, in the space provided, for each contract line item.
2. Block 12 if applicable
3. Blocks 13a, 13b, 13c, 13d, 13e, 13f of the SF-18
4. Blocks 14 and 15 of the SF-18

Prior to submitting an offer, vendors must be actively registered in System For Award Management (SAM) per FAR 52.204-99, System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov . By submitting an offer, the vendor acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. To be eligible for award, prospective vendors must be registered in SAM under the appropriate business category and NAICS code.
In addition, unless available via SAM (i.e. www.sam.gov) vendors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items.

DUE DATE: Quotes are due no later than 4:00 PM Eastern Time January 28, 2016 and will be accepted by e-mail. Quotes are to be submitted to Contracting Officer. Venders are responsible for confirming that their quote was received.
