Naval Air Systems Command (NAVAIR) intends to negotiate a SOLE SOURCE order under the existing Basic Ordering Agreement (BOA) N00019-08-G-0010 with Lockheed Martin Mission Systems and Sensors-Owego (MS2), 1801 State Route 17C, Owego, NY 13827-3998 on an other than full open competitive basis in accordance with FAR 6.302. MS2 is the sole designer, developer and manufacturer of the Trackball Pointing Device (PD) with the Point and Click Operator System Interface incorporated into the MH-60 Romeo and Sierra Common Systems. This effort includes all modifications to the existing PD to incorporate it into the MH-60 Romeo and Sierra Cockpit by taking into consideration all data collected during assessments conducted by the Government. As such, MS2 is the only source with the technical data and experience necessary to perform this effort in a timely and effective manner.
