Oklahoma State University and the A&M Systems (OSU/A&M) is seeking proposals for a bank to provide required banking services herein described. Oklahoma State University’s (OSU) main campus is located in Stillwater, Oklahoma with branch campuses in Tulsa, Oklahoma City, and Okmulgee. OSU/A&M has A&M colleges located in Miami, Warner, Goodwell, and Langston. Initial services will be for the main campus in Stillwater with the possibility of extending services to other locations of OSU/A&M, if the need arises. Preference may be given to banks with existing contracts with the State Treasurer. It is required to have a strong presence in Stillwater, Oklahoma along with a strong Oklahoma presence. Submitted proposals must comply with applicable state statutes and banking regulations. Financial institutions submitting a bid response must be an “Official Depository” of the State Treasurer (Title 62, Section 71, Paragraph A and B; Section 72 and 74). Title 70, Section 3902, specifically designates the State Treasurer as the official depository for the Oklahoma State Regents for Higher Education (OSHRE), state educational institutions and constituent agencies. Deposits placed in official depository accounts are immediately under the control of the State Treasurer and are managed according to the State Treasurer’s cash management policies and procedures. OSU expressly disavows any actual or perceived promise(s) concerning compensating balances or any OSU control or influence, in any manner whatsoever, of an official depository account. Any bid implying OSU’s control over an official depository account will be rejected. This statute prohibits debits to the depository account and requires all accounts to be swept nightly to the State Treasurer.
