***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) OCEANIC AND ATMOSPHERIC RESEARCH (OAR) GREAT LAKES ENVIRONMENTAL RESEARCH LAB IN ANN ARBOR, MICHIGAN AND ITS NEED OF TWO (2) OTT HYDROCYCLE PO4 PHOSPHATE SENSORS WITH REAGENT AND TWO (2) BATTERY CORE REPLACEMENTS.
“We currently have six (8) Cycle P sensors (to include our CI inventory) in our possession. They are programmed and set up to mount on our buoys when they are deployed, which is critical in the configuration of the buoys and is very time and labor intensive. Thus, if another brand or type of Cycle-P was procured, the time it would take to make the buoys compatibility, along with getting in the supplies and setting up the data transfer compatibility would not be in the best interest of the government. All data measured must be consistent. We rotate the instruments in a monthly cycle in measuring the phosphate. We cannot interchange makes or models because of this method.”
