The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis the AN/UPX-43(V)1 Identification Friend or Foe Interrogator (IFFI) Shipset (P/N: 718-5000-203) and IFFI Mounting Tray (P/N: 718-5070-001) in support of the P-8A Poseidon aircraft. This procurement will also provide technical data, initial spares, repair of repairables, and technical support. The Government intends to issue a sole source contract to Telephonics Corporation, 815 Broadhollow Road, Farmingdale, NY 11735. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is the sole designer, developer, and manufacturer of the AN/UPX-43(V)1 shipset for use in the P-8A. Telephonics is the only known source with the requisite knowledge of the design, technical data, fabrication, performance and operational characteristics of the AN/UPX-43(V)1 Shipset that is capable of meeting the existing antenna, airframe infrastructure and Interface Control Document and Interface Design Document requirements associated with the P-8A. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
