The Naval Air Systems Command (NAVAIR) intends to negotiate a contract on an other than full and open competition basis with the The Boeing Company (Boeing), Seattle, WA. The anticipated contract is for the required effort to procure Advanced Airborne Sensor (AAS) A-Kit Retrofit for Stall Management/Yaw Damper (SMYD) and Integrated Air Data Inertial Reference Unit (I-ADIRU) Updates and Technical Directive (TD) development and TD development of Multi-Function Data Acquisition Unit (MFDAU) Wiring Change in support of the P-8A Poseidon aircraft. This action shall be procured pursuant of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Boeing is the sole designer, developer, and manufacturer of the P-8A AAS A-Kit with the detailed knowledge to allow them to perform the retrofit in a timely and cost effective manner.
